A. Permit Required; Posting:
1. No person shall begin work on the construction, alteration or reconstruction of any plumbing or house drainage system in any building without first obtaining from the building official a permit for the work, which permit shall, at all times during the construction of such work and until the completion thereof, be posted in some conspicuous place in the building wherein such work is being done. (1984 Code § 29-11)
2. When a permit has been issued for plumbing work, in no case shall additional work be put in or additional fixtures set without the approval of the building official. A new permit shall be taken out for all such additional work or fixtures. (1984 Code § 29-15)
B. Application For Permit: Application for a plumbing permit shall be made, in writing, to the building official. Such application shall list the fixtures to be installed, shall state the street address where the work is to be done, shall carry the name of the owner and the master plumber under whose direction the work is to be done and shall state that the work is to be done in accordance with this chapter and the rules and regulations of the state board of health. (1984 Code § 29-12)
C. Submission Of Plans: When required by the building official, plans showing the entire plumbing system shall be submitted by the master plumber, prior to the issuance of a permit. If such master plumber shall refuse to furnish such plans of plumbing drainage work, he shall receive no permit, and if he undertakes any contract work without permit, he shall forfeit his license and shall not be allowed to do any further work in connection with sewers, drainage or plumbing as a master plumber. (1984 Code § 29-36)
D. Issuance Of Permit; Contents: Upon approval of the application for a permit and the payment of the proper fee, the building official shall issue a plumbing permit; provided, that no permit shall be issued to a person who is not a licensed master plumber or an owner doing the work personally on his own property. Such permit shall set forth fully the fixtures to be installed and the street address of the property and shall carry the names of the owner and plumber who is authorized to install the work. (1984 Code § 29-14)
A. License Required: No person shall do any work on the construction, alteration or reconstruction of any plumbing or house drainage system or any property in the city, of which he is not the owner and occupant, without first securing a license either as a master plumber or a journeyman plumber. (1984 Code § 29-3)
B. Application For License; Requirements Of Applicant: Application for a license shall be in writing and filed with the finance officer, who shall refer such applications to the board of plumbing examiners for action. The applicant shall state the class of license applied for and shall list his experience in chronological order stating the name and address of employer and the type of work engaged upon. The application shall further state the applicant's address and telephone number.
1. An applicant for a journeyman plumber's license shall have been employed as a plumber's helper for an aggregate of at least four (4) years.
2. An applicant for a master plumber's license shall have been employed as a journeyman plumber for an aggregate of at least four (4) years. (1984 Code § 29-4)
C. Classes Of Licenses: There shall be two (2) classes of plumber's license, namely journeyman plumber and master plumber.
1. A master plumber's license shall entitle the holder thereof to engage in the business of installing plumbing work and to obtain permits therefor. Such licensee shall be capable of executing the complete layout and the complete installation of any plumbing system contemplated under this chapter.
2. A journeyman plumber's license shall entitle the holder thereof to execute the installation of plumbing work under the supervision and direction of a master plumber. (1984 Code § 29-5)
D. Fees And Term Of Licenses: Before a license is granted to any application and for the annual renewal of such license, the applicant shall pay to the finance officer the fee required for the class of license applied for, said fees to be established from time to time by resolution of the city council.
Each license shall be for the calendar year and shall expire at midnight December 31, following the date of issuance. (1984 Code § 29-6)
E. Bond Requirements: Before the granting of any master plumber's license to any applicant or before any such expiring license is renewed, the applicant shall file with the finance officer a surety bond in the amount of two thousand dollars ($2,000.00), in form to be approved by the city council.
The conditions of the bond shall be that the holder of the license shall faithfully comply with all the provisions of this chapter and will indemnify and save harmless the city and its officials from all damages, liability, loss or judgments that may be claimed against the city by reason or failure of the holder of the license to comply with all provisions of this chapter, by incompetence or neglect on the part of such master plumber in the performance of work done, on account of careless guarding of excavations made or failure to put all streets or public places opened in as good condition as they were before work was done, or by reason of any cause growing out of the negligence or carelessness of such master plumber. (1984 Code § 29-7)
F. Conditions Of License:
1. Every licensed plumber shall be held responsible for the acts of his agents or employees done under and by virtue of his license.
2. Any change in business name or location by a licensed plumber shall be promptly reported to the building official.
3. The plumbing license shall be posted in a conspicuous place in the place of business of the licensee.
4. No plumbing license shall be transferable.
5. Any defective plumbing work shall be changed to conform to this chapter or other ordinances pertaining hereto. If, on due notice from the building official, such changes are not made, the building official shall proceed to make such changes or to have them made, and the city may recover the cost thereof from the plumber performing such defective work or from his bondsmen. (1984 Code § 29-8)
G. Revocation Of License: Upon presentation to the building official of charges that the holder of any license laws wilfully violated any of the provisions of this chapter or is incompetent to comply with such provisions, the building official shall fix a time and place for meeting to consider such charges and shall notify the holder thereof. Such notification shall be in writing and shall be delivered to the holder at least five (5) days in advance of the meeting.
If, upon hearing of all evidence offered, it shall be decided that the holder of the license has wilfully violated any of the provisions of this chapter or, by continued violation, has proved his incompetence to comply with the provisions of this chapter, then the license of the holder shall be revoked. (1984 Code § 29-9)
A. Pipe Materials; General Provisions: All soil, waste and ventilation pipes, when placed in any building under alteration or construction, shall be cast iron, brass, copper, lead or wrought iron pipe galvanized. No chimney, brick or sheet metal pipe shall be used for any part of the plumbing or plumbing ventilation.
Tapping holes in soil or waste pipes will not be allowed, and when necessary to disconnect pipes for the removal of stoppage, cleanouts shall be inserted. (1984 Code § 29-25)
B. Size Of Soil Pipes: When fifteen (15) or more water closets discharge in a line of soil pipe, such soil pipe shall not be less than six inches (6") in diameter. In all cases the soil pipe receiving the discharge from a water closet shall not be less than four inches (4") in diameter. (1984 Code § 29-29)
C. Lavatories:
1. All earthenware and iron water closets having traps above floor, using lead connection to soil pipe, shall have a cast brass floor flange not less than one-eighth inch (1/8") thick, soldered to lead and bolted to trap of closet, the joint being made airtight with rubber gasket. (1984 Code § 29-30)
2. Every factory, workshop or place where persons are employed shall be provided with suitable closet accommodations for each sex. Theaters, public halls, railway and bus depots shall be provided with sufficient closets for the convenience of the patrons. (1984 Code § 29-31)
D. Compliance Of Plumbing In Moved Buildings: When a building is moved from one location to another, no additional plumbing work or connection shall be made until the plumbing in the building has been reconstructed to comply with this chapter. (1984 Code § 29-32)
E. Additional Plumbing Where Defective Plumbing Exists: No additional plumbing shall be installed in a building where there is defective plumbing until such defects have been repaired, renovated, replaced or removed. (1984 Code § 29-33)
F. Yard Sprinkling System: Yard sprinkling systems shall be installed so that all piping will drain dry when water is cut off, and there shall be installed in the main supply in a syphon breaker behind all sprinkler heads. The piping of such yard sprinkling system shall not be covered up until the building official has approved the whole system. (1984 Code § 29-34)
G. Stormwater And Roof Drainage: In no case shall stormwater or roof drainage be introduced into the sanitary sewer system. (1984 Code § 29-35)
H. Installation Of Plumbing By Owners: Plumbing may be installed by the owner in a residence which is occupied by him as such, but all plumbing so installed by such owner shall comply with this code or other ordinances governing such installation. (1984 Code § 29-37)
