9-3-1: PERMIT REQUIREMENTS:
   A.   Permit Required; Posting:
      1.   No person shall begin work on the construction, alteration or reconstruction of any plumbing or house drainage system in any building without first obtaining from the building official a permit for the work, which permit shall, at all times during the construction of such work and until the completion thereof, be posted in some conspicuous place in the building wherein such work is being done. (1984 Code § 29-11)
      2.   When a permit has been issued for plumbing work, in no case shall additional work be put in or additional fixtures set without the approval of the building official. A new permit shall be taken out for all such additional work or fixtures. (1984 Code § 29-15)
   B.   Application For Permit: Application for a plumbing permit shall be made, in writing, to the building official. Such application shall list the fixtures to be installed, shall state the street address where the work is to be done, shall carry the name of the owner and the master plumber under whose direction the work is to be done and shall state that the work is to be done in accordance with this chapter and the rules and regulations of the state board of health.    C.   Submission Of Plans: When required by the building official, plans showing the entire plumbing system shall be submitted by the master plumber, prior to the issuance of a permit. If such master plumber shall refuse to furnish such plans of plumbing drainage work, he shall receive no permit, and if he undertakes any contract work without permit, he shall forfeit his license and shall not be allowed to do any further work in connection with sewers, drainage or plumbing as a master plumber.    D.   Issuance Of Permit; Contents: Upon approval of the application for a permit and the payment of the proper fee, the building official shall issue a plumbing permit; provided, that no permit shall be issued to a person who is not a licensed master plumber or an owner doing the work personally on his own property. Such permit shall set forth fully the fixtures to be installed and the street address of the property and shall carry the names of the owner and plumber who is authorized to install the work.
