4-1-1: BUSINESS LICENSES OR PERMITS REQUIRED:

If a license or permit is required for certain business or activities by any provision of this code, then no person shall engage in those businesses or activities without first having obtained such license or permit as required by this code. This chapter does not apply to zoning matters or matters governed by the uniform codes administered by the city’s public works department, police department, or fire and EMS department.
