9-3-5: INSPECTIONS AND TESTS:
   A.   Tests Required: The plumbing in all buildings in the course of construction or in buildings where plumbing is being installed shall have the entire water, waste and vent pipes tested by stopping up all openings thereof and filling the pipes with water to the highest point until all leaks are stopped; provided, that during cold weather when there is danger from frost, a smoke or peppermint test may be made. All defective material shall be replaced and repaired to the satisfaction of the building official in such manner as to be entirely sound.
Such test shall be made in the presences of the building official and shall include all soil, waste and vent pipes, brass ferrules and soldering nipples in connection with the same to the finished line or face of the floors or sidewalks. (1984 Code § 29-19)
   B.   Notice To Building Official; Inspection: Any person doing plumbing shall, when work has been prepared for inspection as provided for in this chapter, notify the building official by notice provided for that purpose, that inspection is required, giving location of premises and time that work will be ready for inspection. If, upon inspection, the building official finds the work in accordance with the provisions of this chapter, he shall notify the plumber doing the work, and such notice shall be the only notice required to be given of the defects in the work found upon such inspection. The building official shall inspect within two (2) working days after having been notified that such work is ready for inspection. (1984 Code § 29-21)
   C.   Acceptance Of Roughing In Work: At the time of acceptance of any roughing in work, the building official shall attach to the soil or waste pipe in the basement, if there is a basement, and if none, on the plumbing in some conspicuous place, a notice stating the date of acceptance of such work, the name of such official and his title, also the name of the plumber having such contract.    D.   Final Inspection: When the work covered by the permit shall have been completed, the building official shall be notified that the work is ready for the final inspection, and the building official may, at his discretion, require a final test. No work shall be done until this inspection has been made and a certificate of final approval has been attached to such plumbing work. Such certificates shall be in the form required for acceptance of roughing in work. (1984 Code § 29-23)
