9-3-6: ENFORCEMENT:
   A.   Enforcement Of Provisions: The building official, acting under the powers provided in this chapter, shall have the power to enforce this chapter. In the exercise of such power he shall require that all installations be made in an approved manner and the provisions of this chapter shall be construed in accordance with the provisions of the South Dakota plumbing code adopted September 7, 1971 1 .    B.   Entry Provisions: The building official shall have access to all buildings for the purpose of inspection and carrying into effect all provisions of this chapter relating to drainage or ventilation.
   C.   Stop Work Orders: All plumbing work in process of construction, alteration or repair shall be under the supervision of the building official who shall have power to stop any such work when it is being done contrary to the provisions of this chapter.
   D.   Rules And Regulations: The building official shall have power to establish and enforce such reasonable rules and regulations pertaining to plumbing work as may be necessary for the protection of health, persons and property. Such rules and regulations shall be effective upon approval by the city council. In the absence of other rules or regulations, compliance with the requirements of the uniform plumbing code, as adopted by the Western Plumbing Officials Association, shall be considered as compliance with this chapter.
