919.05 INSTALLATION SPECIFICATIONS.
   The installation of all meters, residential, commercial or industrial, shall be approved as to location, manner of housing and installation in strict accordance with Specification Sheet W.D. No. 1, Specification Sheet W.D. No. 2 and Specification Sheet W.D. No. 3 available at the Water Department office located in the Public Service Department.

919.06 INSPECTION AND APPROVAL.
   No water service will be provided until the installation has been inspected and approved by an authorized employee of the City Water Department for the purpose of determining that all sections of all chapters of these Codified Ordinances have been complied with. Such employees must initial the account card in the Water Department office, guaranteeing his inspection and approval.

919.07 FIRE SERVICE LINES.
   All hydrants on unmetered fire service lines shall be equipped with a seal as approved by the Service Director. In the event the seal is damaged or removed, the property owner shall be billed a fee of one hundred dollars ($100.00) per occurrence for the replacement of the seal.

919.08 FEES FOR FIRE FIGHTING SERVICES.
   From the effective date of this section, a ready-to-serve charge minimum fee will be charged on all lines used for fire fighting services:

   For purposes of this chapter, a “fire service line” is defined as follows:
   A pipe and its appurtenances on private property:
   (a)   Between a source of water and the base of the riser for water-based fire protection systems;
   (b)   Between a source of water and inlets to foam-making systems;
   (c)   Between a source of water and the base elbow of private hydrants or monitor nozzles;
   (d)   Used as fire pump suction and discharge piping;
   (e)   Beginning at the inlet side of the check valve on a gravity or pressure tank; and
      (1)   Used exclusively for fire fighting purposes and for testing of such fire suppression systems; and
      (2)   Installed on a separate tap such that water service can be disconnected without interrupting fire service.

919.09 FEES FOR INSTALLING WATER SERVICE CONNECTIONS; CHARGES A LIEN; DISCONNECTION FOR NONPAYMENT.
   (a)   Water Distribution Benefit Charge. Each new service connection will be charged a fee of $1,500.00 for water service distribution benefit in addition to the following connection charges:
 
   (b)   Connection Charge. The following charges are based on the connection being provided at the road right of way:

      (1)   Provisions of the water tap include:
         A.   3/4" through 2" tap: Up to sixty feet of copper to and including a shut-off installed.
         B.   3" through 12" tap: Tapping sleeve and valve installed.
         C.   For existing water service to a property outside the City limits - The following charges are based on the connection being provided at the road right of way:

      (2)   The water tap charges set forth above shall be revised by December of each year by the Director of Public Service who shall recommend to Council any needed adjustment based upon actual cost.
   (c)   Each water service charge levied pursuant to this chapter is hereby made a lien upon the premises charged therewith and if the same is not paid within thirty days after it is due and payable it shall be certified to the County Auditor who shall place the same on the tax duplicate with interest and penalties allowed by law and shall be collected as other municipal taxes are collected.
   The City shall also have the right in the event of nonpayment as aforesaid to discontinue service of water to the premises until the unpaid charges have been paid in full.
   The above mentioned charges are for water supplied, material furnished, or services furnished and do not cover other charges for the construction of facilities such as assessments and tap-in charges which are established by other resolutions.
   Any unauthorized use of water through any facility of the City Water Distribution System will be cause for the revocation of the contractor's license and/or subject to fine as provided by law.

919.10 WATER DISTRICT ONE: PERMIT; TAP-IN CHARGES.
   (a)   Except in the case of property owned by the City, no person, corporation, partnership or association whatsoever shall connect or cause to be connected, directly or indirectly, with a water main within the boundaries of City Water District No. 1 as the same now exist or are hereafter amended from time to time by the City Engineer for the purpose of obtaining a supply of water for such building or other structure from the municipal waterworks system without first securing a permit for such purpose in a form prescribed by the Director of Public Service and without first depositing in cash or by certified check, payable to the City, a tap-in charge determined in accordance with the provisions of subsection (b) hereof. For new buildings and structures, such permit shall be obtained at the same time as the building permit is issued.
 
   (b)   The Director of Public Service shall not issue a permit for the purpose described in subsection (a) hereof until the applicant for such permit has deposited in cash or by certified check, payable to the City, a tap-in charge to be determined in accordance with the following schedule:
      (1)   Single-family, two-family and multi-family dwellings:
         $475.00 for each dwelling unit.
      (2)   Commercial, institutional and governmental buildings:
         A base charge of $475.00 plus $120.00 for each 1,000 square feet of gross floor area over 3,000 square feet.
 
   (c)   The permit and charges provided for in subsections (a) and (b) hereof shall be in addition to any other permits and charges required by any other legislation and regulations of the City.
 
   (d)   All charges collected pursuant to the provisions of this section shall be credited to the Water Fund and used for the purposes of construction of waterworks improvements serving the City or to pay debt service charges on notes and bonds issued to pay the cost of such improvements.

919.11 TAMPERING; UNAUTHORIZED WORK; DAMAGE OR INJURY.
   (a)   No person shall paint a fire hydrant within the City without the authorization of the Service Director.
 
   (b)   No person shall open, close, adjust or interfere with a fire hydrant, valve, regulator, gauge, gate, disc, curb cock, stopcock, meter or other regulator, operating or measuring device or appliance in or attached to the wells, tanks, reservoirs, conduits, pipes, mains, service pipes, house pipes or other pipes or apparatus of a water company or provider of water, with intent to cause the escape of water or to injure or destroy such property. No person shall tap, sever, open or make unauthorized connections with a main or pipe used or intended for the transmission of water. This section does not apply to the agent or employees for that purpose, of the owner or operator of the appliances referred to in this section, and does not apply to anything done by or under the authority of the Fire Department.
