Except in the case of those water lines of the Municipal Water Works System where an aggregate assessment has been levied or will be made pursuant to appropriate proceedings therefor, or has otherwise been paid by the property owners or developer, the Director of Public Service shall not issue a permit for the purpose described in Section 919.01 hereof until the applicant for such permit has deposited in cash, or by check payable to the City, a tap-in charge to be determined in accordance with the following schedule which is based upon standard costs of constructing a water line designed to provide immediate local water service.
