919.03 OTHER PERMITS; DISPOSITION OF FEES.
   The permit and charges provided for in Sections 919.01 and 919.02 shall be in addition to any other permits and charges required by any other legislation and regulations of the City. All charges collected pursuant to Section 919.02 shall be deposited in the Water Fund.
   The fees, charges and rates shown herein are hereby adopted for persons, firms or corporations utilizing the City water distribution system, and the services of the City Water Department.
   (a)   Labor. Any labor that is furnished by the City Water Department to provide any work necessary that is not covered by any of the other applicable charges:

   (b)   WD1, WD2 and WD3 Water Service Specifications. The purchase of the City Water Department Service specifications:
               $10.00/copy.
   (c)   Backhoe.   4 x MEO Normal Labor Rate/hr.

   (d)   Miscellaneous Charges.

Vehicles (not stated otherwise)

   (e)   Water Permit. The permit required prior to the installation of the water service connections:
            $50.00/permit
   (f)   Water Loss. Water rate times loss, as estimated by the City Water Department.
 
   (g)   Hydrant Use Permit. Permits expire as specified, or at the end of each calendar year. Permits are issued at the discretion of the Service Director.
 
Metered
$75.00 plus cost of water (minimum charge of $25.00 per use)
   (h)   Hydrant Repair. Time and material plus 20%.
 
   (i)   Damaged Meter Repair. Time and material plus 20%.
   (j)   Construction Water Charge. The fee is good for a maximum of six months of unmetered construction water service and is limited to locations without previously metered water service. (Service must be protected during the winter months to avoid freezing.)
      (1)   For building with two single-family dwelling units or less - $90.00/bldg.
      (2)   Each additional equivalent single-family dwelling unit - $5.00/unit.
   (k)   Flushing and Disinfecting Charge. $250.00 minimum
      (1)   The charge for water main disinfecting verification shall be $125.00 per each coliform bacterial sample analyzed with a $250.00 minimum billed to the water main installer, contractor or other responsible party.
      (2)   Water main disinfecting shall be verified according to Ohio EPA Regulation 3745-85-03(H). Water mains shall have one sample point per 1,000 feet of length or part thereof. Branch lines are considered as a separate water main and shall have one sample point per 1,000 feet of length or part thereof. A minimum of two coliform bacterial samples shall be collected twenty-four hours apart at each sample point. Any additional coliform bacterial samples analyzed to achieve the required number of consecutive safe samples shall be billed to the installer, contractor or other responsible party at $125.00 per sample.
      (3)   The Service Director or his agent shall determine the location and number of sample points required for each water line or branch water line in accordance with Ohio EPA regulations.
      (4)   The City Water Department shall install the necessary water taps and piping for sample points, and shall collect, preserve, transport and have analyzed at an Ohio EPA approved laboratory the coliform bacterial samples.
 
   (l)   Hydrant Installation Outside City Limits. Upon written request by a property owner or public entity for the installation of a public hydrant outside the City limits and within a public right-of-way, and subject to the approval of the Township Trustees by resolution, the following charges shall apply:
   Time, equipment and materials plus 20% as set forth in this section. (The City will maintain these hydrants outside the City limits for as long as they exist.)
