919.09 FEES FOR INSTALLING WATER SERVICE CONNECTIONS; CHARGES A LIEN; DISCONNECTION FOR NONPAYMENT.
   (a)   Water Distribution Benefit Charge. Each new service connection will be charged a fee of $1,500.00 for water service distribution benefit in addition to the following connection charges:
 
   (b)   Connection Charge. The following charges are based on the connection being provided at the road right of way:

      (1)   Provisions of the water tap include:
         A.   3/4" through 2" tap: Up to sixty feet of copper to and including a shut-off installed.
         B.   3" through 12" tap: Tapping sleeve and valve installed.
         C.   For existing water service to a property outside the City limits - The following charges are based on the connection being provided at the road right of way:

      (2)   The water tap charges set forth above shall be revised by December of each year by the Director of Public Service who shall recommend to Council any needed adjustment based upon actual cost.
   (c)   Each water service charge levied pursuant to this chapter is hereby made a lien upon the premises charged therewith and if the same is not paid within thirty days after it is due and payable it shall be certified to the County Auditor who shall place the same on the tax duplicate with interest and penalties allowed by law and shall be collected as other municipal taxes are collected.
   The City shall also have the right in the event of nonpayment as aforesaid to discontinue service of water to the premises until the unpaid charges have been paid in full.
   The above mentioned charges are for water supplied, material furnished, or services furnished and do not cover other charges for the construction of facilities such as assessments and tap-in charges which are established by other resolutions.
   Any unauthorized use of water through any facility of the City Water Distribution System will be cause for the revocation of the contractor's license and/or subject to fine as provided by law.
