(A) Fences are required in the rear and side yards of all commercial or manufacturing zoning districts.
(B) All fences in a commercial or manufacturing district shall meet the following requirements:
(1) All fences must be eight feet in height for the rear and side yards in a commercial or manufacturing zoning district;
(2) If chain link fencing material is used, slats or visual barriers of a neutral color must be used within the fence; and
(3) Chain link fencing may not be installed within the village’s downtown commercial district.

Fences shall be maintained in a manner as to prevent rust, corrosion and deterioration, so as not to become a public or private nuisance, and so as not be dilapidated or a danger to adjoining property owners or the public. Fences shall not create an appearance of patchwork, which is indicative of a nuisance and state of disrepair. Every fence installed shall be maintained by the owner in such a way that it will remain in good repair.

Any fence existing upon the effective date of this subchapter shall not be enlarged or extended, or have 50% or more of its structure replaced, except in strict compliance with all of the requirements of this subchapter. Any fence that exists contrary to the required visual clearance area requirements are hereby deemed as nonconforming, and shall be brought into compliance within 12 months of the effective date of this subchapter.

No person shall install:
(A) An electric or razor wire fence;
(B) Barbed wire may not be installed on fences, except that barbed wire may be installed above the top line of an eight-foot fence located in a nonresidential zoning district;
(C) Any wire or chain link type fence with the cut or salvage end (barbs) of the fence exposed at the top;
(D) A fence which creates a hazard to users of the street, sidewalk or to nearby property;
(E) A fence composed solely of fence posts;
(F) An incomplete fence, consisting only of posts and supporting members; or
(G) Fences constructed of used or discarded materials in disrepair, including but not limited to pallets, tree trunks, debris, tires, junk or other similar items.

The following types of fences are permitted, as specified, without a permit, subject to the following restrictions and provided that said fence does not in any way interfere with traffic visibility or block, redirect or cause a drainage problem for the adjacent or downstream properties:
(A) Snow fencing shall be allowed without a fence permit in all districts not exceeding four feet in height, provided it is removed between April 1 and November 1 of each year. No snow fence shall extend into the street right-of-way line unless installed by the village or a contractor having a permit from the village;
(B) Decorative fences not exceeding two feet in height shall be allowed without a fence permit in all districts. Such fences shall not be placed in any manner which presents a hazard to pedestrians on any public or private sidewalk; and
(C) Underground electrical animal fences are permitted without a fence permit in all districts.
