SECTION 6.08 DEPARTMENT OF SAFETY.
   The Safety Director shall serve as the head of the Department of Safety, provided that the City Manager shall serve as the Safety Director until the Council shall create the separate position of Safety Director. The Department of Safety shall have the supervision and control over the functions of police, fire, and life squad protection, which functions may be provided by the creation of separate or combined divisions or by contract with any other unit of government or with private firms, persons, corporations or associations, as determined by the Council by ordinance. The head of the Department of Safety shall have those powers, duties and functions as provided by the Council by ordinance. The Department of Safety may, upon authorization of the Council, include an auxiliary police unit and voluntary or full-time fire personnel.

SECTION 6.09 DEPARTMENT OF INSPECTION AND ENGINEERING.
   The Manager shall serve as the head of the Department of Inspection and Engineering, unless the Council shall create the separate position of Director of Inspection and Engineering, in which event the Director of Inspection and Engineering shall be appointed by the Manager. The Department of Inspection and Engineering shall have the supervision and control over all inspection and engineering service of the City, including but not limited to the following: building code inspections, housing code inspections, and the administration and enforcement of all ordinances, rules and regulations pertaining to zoning and the subdivision of land. The Director of Inspection and Engineering shall report directly to and be responsible to the Manager; however, he shall meet with and provide such assistance and information to the Planning Commission and Zoning, Housing and Building Appeals Board as may be requested by said commission and board. The inspection and engineering work may be performed wholly or partially by employees or agents of the Municipality or by contracts with such persons, firms, or corporations as may be deemed to be appropriate.
SECTION 6.10 DEPARTMENT OF PARKS AND RECREATION.
   The Manager shall serve as the head of the Department of Parks and Recreation, unless the Council shall create the separate position of Director of Parks and Recreation, in which event the Director of Parks and Recreation shall be appointed by the Manager. The Department of Parks and Recreation shall have the supervision and control over all park and recreation lands, equipment, facilities and programs. The head of the Department of Parks and Recreation shall have those powers, duties and functions as provided by the Council by ordinance, and he shall be responsible and report directly to the Manager; however, he shall meet with and provide such assistance and information to the Park and Recreation Board as it may request.
SECTION 6.11 DEPARTMENT OF PERSONNEL.
   The Manager shall serve as the head of the Department of Personnel, unless the Council shall create the separate position of Personnel Director, on which event the Personnel Director shall be the head of the Department of Personnel and shall be appointed by the Manager and confirmed by an affirmative vote of at least four members of Council. The head of the Department of Personnel shall have the control and supervision of all administrative records and matters pertaining to the employees of the City except as otherwise provided in this Charter.
   The head of the Department of Personnel shall promulgate rules and regulations provided for the appointment and promotion of employees in the classified service of the Municipality as defined in Section 7.08 of this Charter, accordingly to merit and fitness, to be ascertained, so far as practicable by competitive examination. Such rules shall also include provisions for the disciplinary, suspension, transfer and dismissal of employees in the classified service of the City.
   The head of the Department of Personnel shall prepare for and provide to the Personnel Review Board such tests of knowledge, skill, experience and aptitude for the selection and promotion of employees of the classified service of the City.
   The rules promulgated under this section shall be effective at and after their approval of the Personnel Review Board. The tests of knowledge, experience, skill and aptitude prepared by the Personnel Director shall be approved by the Personnel Review Board prior to their administration.
   The head of the Department of Personnel shall have such other powers, duties and functions as may be provided by the Council by ordinance.

SECTION 6.12 REMOVAL OR DEMOTION OF DEPARTMENT AND DIVISION HEADS.
   This section was repealed by the voters on November 7, 1978. See Section 7.08A.
