ARTICLE VI: ADMINISTRATIVE DEPARTMENTS
For the purpose of carrying on the administrative functions of the Municipality, the following departments are hereby established: Department of Law, Department of Finance, Department of Planning, Department of Service, Department of Inspection and Engineering, Department of Parks and Recreation, Department of Personnel, and Department of Safety. The work of the departments of the Municipality shall be distributed among such divisions and bureaus as provided in this Charter and as provided by ordinance. The Council may create new departments, divisions, and bureaus and combine, change and abolish any department, division, or bureau in the manner and subject to the limitations as provided in Section 3.07 F. of this Charter. Subject to the provisions of this Charter, the Council shall provide by ordinance for the organization of the departments and divisions of the Municipality, and define the powers and functions of each organizational unit.
The Law Director shall be the head of the Department of Law. He shall be appointed by the Council, by ordinance adopted by the affirmative vote of at least five members of the Council, upon such terms as the ordinance provides, he shall serve at the pleasure of the Council and may be removed by a vote of at least five members of the Council. The Director of Law shall be admitted to the practice of law in the State of Ohio.
