The Manager shall serve as the head of the Department of Planning, unless the Council shall create the separate position of Planning Director, in which event the Planning Director shall be appointed by the Manager. The head of the Department of Planning shall have those powers, duties and functions as provided by the Council. The head of the Department of Planning shall report and be responsible to the Manager; however, he shall meet with and provide such assistance and information to the Planning Commission and the Zoning, Housing, and Building Appeals Board as requested by said board or commission.
