The heads of departments, divisions, and bureaus not enumerated in this Charter, but created by the Council by ordinance shall be appointed by the Manager; and the Manager may serve as the head of one or more of such departments or divisions.
One person may serve as the head of one or more departments or divisions, except that the Law Director shall not serve or act as head of any other department or division.
