The Manager shall serve as the head of the Department of Service, unless the Council shall create the separate position of Service Director, in which event the Service Director shall be appointed by the Manager. The Department of Service shall have the supervision and control over all Municipal utilities, streets, services, lands and buildings, except as otherwise provided in this Charter, and the head of the Department of Service shall have those powers, duties and functions as provided by the Council by ordinance.
