The Civil Service Commission of the City shall be an administrative tribunal created under the authority of chapter 400, Iowa Code. The purpose of said commission shall be to preserve and protect the rights and privileges of civil service employees within City government, and to ensure efficient, effective and harmonious public service for residents of Mason City. The purpose of the commission shall also be to hear and determine matters as set out in section 2-1-8 of this chapter involving the rights and privileges of civil service employees based on the merits of each case. The Mayor, subject to the approval of the City Council, shall appoint three (3) Civil Service Commissioners who shall hold office, one (1) until the first Monday in April of the second year, one (1) until the first Monday in April of the third year, and one (1) until the first Monday in April of the fourth year after such appointment, and whose successor shall be appointed for a term of four (4) years except that in case of a vacancy, the appointment shall be made to fill the unexpired term.
