The Civil Service Commission shall have and exercise the powers and duties as set forth in chapter 400, Iowa Code. The Civil Service Commission shall adopt rules and regulations governing the administration of the Civil Service Program and shall also have the power to adopt, amend and rescind any other rules and regulations necessary for the conducting of its business and for the preparation and administration of civil service examinations.
