The Mayor, subject to the approval of the City Council, shall appoint three (3) Civil Service Commissioners who shall hold office, one (1) until the first Monday in April of the second year, one (1) until the first Monday in April of the third year, and one (1) until the first Monday in April of the fourth year after such appointment, and whose successor shall be appointed for a term of four (4) years except that in case of a vacancy, the appointment shall be made to fill the unexpired term.
