§ 31.01  CITY COUNCIL DISTRICTS.
   (A)   The Council divides the city into six City Council Districts. All references to precinct boundaries in the following descriptions shall be deemed to refer to those precinct boundaries as of the effective date of this code.
      (1)   City Council District Number One. Shall consist of all those election precincts within the city limits designated as Washington 2 and Center 1, North ½ of Center 3, Center 5 and Center 20. The Hickory Hills Sub-Division and Summit Homes, being more particularly described as follows:
   Beginning at the intersection of the Conrail Railroad and the center line of Nebraska Street; thence southeasterly on the center line of the Conrail Railroad to the center line of 10th Street; thence east on said center line, and extension thereof, to the center line of the Mississinewa River; thence north downstream with the center line of the Mississinewa River to the center line of State Road # 18 (eastbound); thence easterly on said center line to the existing corporation boundary line, being at station 86+40 90 feet right of line D for INDOT Project #132-4, being an existing crossroad between eastbound State Road #18 and westbound State Road #18; thence on said center line of said crossroad to the center line of State Road # 18 (westbound); thence on said center line northwesterly to the existing corporation boundary line on the west line of the Grant County 4-H Fairgrounds; thence easterly along the existing corporation boundary line along the east line of the land described in deed record micro 74-1773 to the east line of section 5, township 24 north, range 8 east; thence north on said east line 502 feet to the southeast corner of the northeast quarter of section 5, township 24 north, range 8 east; thence continuing on said existing corporation boundary line east 214.5 feet; thence continuing north on said east line to the north line of Bradford Street; thence west on said north line 1260.7 feet to the east line of the Marion Community Schools parcel (Allen School); thence north on said east line 440 feet; thence continuing on said east line westerly 200 feet; thence continuing on said east line northerly 541 feet to the north line of said school parcel; thence on said north line, and the extension thereof, westerly 711.5 feet; thence south 1,010 feet to the north line of Bradford Street; thence west 23 feet; thence west 583 feet on said north line to the east line of southwest quarter of section 32, township 25 north, range 8 east; thence continuing west on said north line 132 feet; thence north 260 feet to the south line of Crestview Drive; thence north on said east line 377.5 feet to the north line of Knollcrest addition; thence west on said north line, and the extension thereof, to the center line of Horton Avenue; thence north on said center line to the south line of D.F. Horton's second addition; thence east on said south line to the west line of the southeast quarter of section 32, township 25 north, range 8 east; thence south to the center line of the Norfolk and Western Railroad; thence northeasterly along said center line to the north of the southeast quarter of section 32, township 25 north, range 8 east; thence east to the east line of section 32, township 25 north, range 8 east; thence north on said east line to a point 396 feet south of north line of section 32, township 25 north, range 8 east; thence west 165 feet on the existing corporation boundary line; thence on said existing corporation boundary line north 396 feet to the center line of Salem Pike (Bond Avenue); thence on said center line west to the center line of Meridian Street; thence north on said center line to the existing corporation boundary line, being the north line of the Marion wastewater treatment property 2,301.5 feet, more or less, north of the center line of Salem Pike (Bond Avenue); thence on said north line of the Marion wastewater treatment parcel to the east bank of the Mississinewa River; thence southerly on said east bank of the Mississinewa River, being upstream with the meanderings thereof, to the center line of Branson Street; thence south on said center line to the south bank of the Mississinewa River; thence northwesterly downstream, with the meanderings thereof, to the center line of Nebraska Street; thence south on said center line to the place of beginning.

      (2)   City Council District Number Two. Shall consist of those election precincts within the city limits designated Center 2, and Center 12, Center 18, Center 19, and nw ½ of Pleasant 3, Part of Pleasant 4 and Pleasant 7, being more particularly described as follows:
   Beginning at the intersection of Kem Road and Miller Avenue; thence east on the center line of Kem Road to the center line of the extension of Western Avenue; thence on said Western Avenue and extension thereof south to the 2nd Street; thence on said center line east to the center line of Nebraska Street; thence north on said center line of Nebraska Street to the south bank of the Mississmewa River, with its meanderings thereof; east to the center line of Branson Street; thence north on the center line of Branson Street to the north bank of the Mississinewa River, with its meanderings thereof, to the existing corporation line being the north line of Matter Park; thence on the north line of Matter Park west to the center line of River Road; thence southeasterly on the center line of River Road to the intersection with the north line of the south half of the southwest quarter of section 30, township 25 north, range 8 east being the south line of Shady Hills addition; thence on said north line west to the west line of section 30, township 25 north, range 8 east being the west line of Shady Hills Estates section 2; thence on said west line south to the center line of Chapel Pike; thence on said center line west to the east line of Sunnycrest Baptist Church; thence north on said east line to the north line of Sunnycrest Baptist Church; thence west on said north line to the center line of Miller Avenue; thence south on said center line to the north line of Meadowbrook subdivision; thence on said center line, and meanderings thereof, to the center line of Chapel Pike; thence on the center line of Chapel Pike west to the west line of Crane Pond Farms subdivision section 1; thence on said west line south and on the west line of Crane Pond Farms subdivision section 2 to the north of Crane Pond Farms subdivision section 4; thence on said north line west to the west line of Crane Pond Farms subdivision section 4, being the west line of the northeast quarter of section 35, township 25 north, range 7 east; thence on said west line south to the south line of Crane Pond Farms subdivision section 3; thence east on said south line to the center line of Lexington Drive; thence on said center line north to the center line of an open ditch being the south line of Crane Pond Farms subdivision 3; thence east on said south line to the center line of Lexington Drive; thence on said center line north to the center line of an open ditch being the south line of Crane Pond Farms subdivision section 3; thence northeasterly on the center line of said ditch being the south line Crane Pond Farms section 3, with meandering thereof, to the west line of the east half of the northeast quarter of section 35, township 25 north, range 7 east; thence on said west line south to the center line of Kem Road; thence east on the center line of Kem Road to the place of Beginning.

      (3)   City Council District Number Three. Shall consist of all those precincts within the city limits designated as Franklin 1, Franklin 2, Franklin 7, Southwest ½ Pleasant 3, Pleasant 5, and Center 4 being more particularly described as follows:
   Beginning at the intersection of Miller Avenue and Kem Road; thence east on the center line of Kem Road to the center line of Western Avenue; thence south on Western Avenue to the center line of Second Street, thence east to the center line of Nebraska Street, thence south to said extension to the Conrail Railroad; thence west on said center line to the center line of Troy Avenue; thence north on said center line of Troy Avenue to the north line of Sherron Place; thence east on said north line to the center line of an existing railroad spur line; thence north on said center line of the railroad spur line to the south line of section 35, township 25 north, range 7 east, thence on said south line east to a point 1,276 feet more or less west of the southeast corner of section 35, township 25 North, Range 7 east; thence north to the center line of Kem Road; thence on said center line of Kem Road east to the place of beginning.       (4)   City Council District Number 4. Shall consist of all those precincts within the city limits designated as Center 6, Center 8, North part of Center 16, Franklin 3, North part of Franklin 5, Franklin 6, and the New York Addition to be part of Franklin 3, more particularly described as follows:

      (5)   City Council District Number Five. Shall consist of all those precincts within the city limits designated as South ½ Center 3, Center 7, East ½ of Center 9, and Center 13, Part of Center 16, Monroe Township South of S.R. 18, Hunter's Run to be part of Center 11, being more particularly described as follows:
   Beginning at the intersection of Gallatin Street and the Conrail Railroad; thence south of the center line of Gallatin Street to the center line of 22nd Street; thence west to Nebraska Street; thence south on said center line to the center line of 38th Street; thence east on said center line to the center line on Adams Street (being State Road #15); thence on said center line south to the extension of the east line of Keith's 2nd replat of Keith's replat of Keith's Place, being the existing corporation boundary line; thence north on said east line to the southeast corner of lot 5 Davis & Dickens addition; thence east on an existing property line 408 feet to the east side of said parcel; thence north on said east line 432 feet to the north line of said parcel; thence west on said north line 154 feet; thence north 300 feet to the center line of 38th Street; thence east on said center line to the center line of Lincoln Boulevard; thence south on said center line to the south line of the Veteran's Administration grounds; thence east said south line to the center line of the Mississinewa River; thence northeasterly down said river, with its meanderings thereof to the center line of an existing railroad; thence northwesterly on the center line of said railroad, being the east line of the Veteran's Administration Grounds, to the south right of way line of 38th Street; thence east on said south right of way line to the center line of Mississinewa River; thence north on said center line 10 feet; thence west 70 feet; thence south 80 feet to the north right of way of 38th Street; thence west on said north line to the center line of Lincoln Boulevard; thence north on said center line to the center line of 33rd Street; thence east on said center line to the east right of way line of the Conrail Railroad; thence north on said right of way line northwesterly 943 feet to an existing property line; thence east on said property line to the east right of way line of Central Avenue; thence northwesterly on said easterly right of way line of the I.O.O.F.    (B)   Any part of the city which has not been described as included in one of the districts established by this section is included within the district that is contiguous to that part and contains the least population of all districts, according to the most recent federal decennial census.
   (C)   Any part of the city which has been described in this section as being in more than one district shall be included in that district which is one of the districts in which that part is included in this section, and contiguous to that part and contains that least population according to the most recent federal census.
