§ 31.24 COMMITTEES.
   The various standing and special committees shall perform such services and take into consideration all subjects and matters referred to them by the Council, and shall report on all ordinances, resolutions, or other matters referred to them at the next regular meeting or at a special meeting when the same is called in reference to a matter which a committee is considering.

§ 31.25 PRESIDING OFFICER.
   The Common Council at six forty five p.m. (6:45 p.m.) prior to the first regular meeting of each year shall choose among its members a President, and a Vice President, both of whom shall serve until the succeeding year when their respective successors shall be chosen in a like manner. The President shall serve as the presiding officer at all meetings of the Common Council. If the President is not available the Vice President or the President's designee shall preside.

§ 31.26 ORDER OF BUSINESS.
   (A)   The order of business at regular meetings of the Common Council shall be as follows:
      (1)   Call to order;
      (2)   Prayer;
      (3)   Pledge of allegiance;
      (4)   Roll call;
      (5)   Recognition;
         (a)   Neighborhood spotlight;
         (b)   First responders;
      (6)   Approval of minutes;
      (7)   Consideration and ratification of pre-approved claims;
      (8)   Consideration of claims;
      (9)   Committee reports;
      (10)   Old business;
      (11)   New business;
      (12)   All matters which should be considered by the Common Council.
   (B)   The order of business may be rearranged by approval of a majority of those Council members present, following a duly made motion, second, and vote.

§ 31.27 AGENDA.
   (A)   All matters constituting the agenda of the regular meeting of the Common Council shall be filed with the City Clerk no later than 4:00 p.m. on Wednesday immediately preceding a regular scheduled meeting of the Common Council. The City Clerk shall advise the petitioner requesting an item to be placed on the agenda, after said deadline, that such item(s) must constitute an emergency and written explanation of such emergency must accompany this request. This request of the Common Council shall be considered at the end of the agenda as provided under § 31.41, whichever shall prevail. Said agenda and all documents pertaining to shall be delivered to the members of the Common Council at the usual place and residence or at any other place designated by them within the city no later than 72 hours prior to any regular meeting of the Council, except that, upon a vote of the members-elect of the Common Council the provisions or any part thereof, of this section may be waived.
   (B)   The public shall be afforded the opportunity for the Council to consider a proposed ordinance under the following procedure.
      (1)   The constituent shall submit the suggested ordinance to either their representative Council member or to a member at large;
      (2)   The member shall submit the suggested ordinance to the Council President;
      (3)   The Council President at his or her discretion, shall assign the suggested ordinance to the appropriate committee;
      (4)   The committee shall review the suggested ordinance and take one of the following actions;
         (a)   Recommend to the President that the Council adopt the ordinance;
         (b)   Make modifications to the ordinance and then submit to the President for adoption by the Council; or
         (c)   The Committee can choose not to submit the ordinance to the President for adoption which terminates the ordinance at that time.
      (5)   In the event the ordinance is terminated by the committee, no other ordinance shall be submitted that is substantially similar to the terminated ordinance until January 1st of the following year.

§ 31.28 STANDING COMMITTEES.
   (A)   The number, composition and duties of the standing committees of the Common Council shall be established by the President of the Common Council.
   (B)   No official committee meeting shall be called without 48 hours prior notice to all council members. No committee meeting shall be scheduled prior to 5:00 p.m. of any day, except upon agreement by a majority of that committee who deems it so necessary.

§ 31.29 PASSING ORDINANCES ON SAME DAY INTRODUCED.
   (A)   No ordinance shall be consider for passage by the Common Council on the same day, or at the same meeting that it is introduced, except by unanimous consent of the members present. No ordinance may be passed on the same day without a two-thirds vote of the entire membership.
   (B)   All rezoning ordinances which have had a public hearing before the Advisory Plan Commission and further received the recommendation of the Advisory Plan Commission must be placed to second reading, before the rules can be suspended by a majority vote to all Council members present, and in lieu of a public hearing, the City Clerk must post a copy of the proposed zoning ordinance change on the bulletin board outside the City Clerk's office at the Marion Municipal Building for the benefit of the general public. This provision does not prevent Common Council action of requiring a public hearing on any rezoning ordinance.

§ 31.30 ORDINANCES, NUMBER OF READINGS REQUIRED.
   All ordinances or resolutions on any reading shall be read by title. Resolutions may be read in their entirety if requested. Any ordinance on public hearing shall be read in its entirety if requested specifically by a member of the Common Council. Items of business can be referred to standing or special committees by a motion duly made and adopted by the Common Council or by action taken by the Council President.

§ 31.31 PASSING ORDINANCES ON TO NEXT READING.
   Except as otherwise provided, a vote of the majority of the duly elected members of the Common Council present shall be required to advance or pass an ordinance on any reading; except final passage of any ordinance or passage of a resolution which shall require a majority vote of the duly elected members.

§ 31.32 OVERRIDING VETO OF MAYOR.
   No ordinance, order or resolution of the Common Council which has been vetoed by the Mayor shall become law unless at its next meeting after the time named for the Mayor's action, the Common Council shall again pass the same by a two-thirds vote of the members-elect.
