§ 31.30 ORDINANCES, NUMBER OF READINGS REQUIRED.
   All ordinances or resolutions on any reading shall be read by title. Resolutions may be read in their entirety if requested. Any ordinance on public hearing shall be read in its entirety if requested specifically by a member of the Common Council. Items of business can be referred to standing or special committees by a motion duly made and adopted by the Common Council or by action taken by the Council President.
