§ 31.21 REGULAR MEETING DATES.
   Except as otherwise provided by state law, regular meetings of the Common Council shall be held on the first and third Tuesdays of each month at the hour of 7:00 p.m., in the Council Chambers, 301 S. Branson Street, Marion, Indiana.

§ 31.22 PUBLIC MEETINGS.
   All meetings of the Common Council or committees of the Common Council shall be open to the public, except as otherwise provided by law.

§ 31.23 SPECIAL MEETINGS.
   (A)   Special meetings of the Common Council shall be held on call of the Mayor, the President of the Common Council or any four of its members-elect.
   (B)   Said special meeting may be cancelled by the calling party.
   (C)   All special meeting calls shall be in writing, specifying the time and place of the meeting and must be delivered personally by the calling party, Chief of Police and/or his or her designee, mailed to all members so that each meeting has at least 72 hours' notice of the meeting. However, this requirement may be waived as to a member if he or she:
      (1)   Attends the meeting.
      (2)   Executes a written waiver of notice of the time and place of the meeting. A written waiver of notice may be executed before or after the meeting, but it must state in general terms the purpose of the meeting if executed at the meeting.

§ 31.24 COMMITTEES.
   The various standing and special committees shall perform such services and take into consideration all subjects and matters referred to them by the Council, and shall report on all ordinances, resolutions, or other matters referred to them at the next regular meeting or at a special meeting when the same is called in reference to a matter which a committee is considering.

§ 31.25 PRESIDING OFFICER.
   The Common Council at six forty five p.m. (6:45 p.m.) prior to the first regular meeting of each year shall choose among its members a President, and a Vice President, both of whom shall serve until the succeeding year when their respective successors shall be chosen in a like manner. The President shall serve as the presiding officer at all meetings of the Common Council. If the President is not available the Vice President or the President's designee shall preside.
