§ 31.35 CLASSES OF COUNCIL BUSINESS.
   (A)   All items of business shall be divided into four classes:
      (1)   General ordinances.
      (2)   Appropriation ordinances.
      (3)   Resolutions.
      (4)   Other.
   (B)   Each item of each class when introduced shall be given a number, which number shall be followed by a dash and figures representing the year when introduced.

§ 31.36 COMMON COUNCIL BUDGET.
   Expenditures of funds from the Council budget that have already been appropriated, must be approved by the Council President. Common Council funds in miscellaneous categories must be authorized by the elected majority of the Common Council in a regular or special meeting and approved by the Council President prior to payment.

§ 31.37 AMENDMENTS TO ORDINANCES OR RESOLUTIONS.
   All ordinances or resolutions can be amended before or after a main motion and second to adopt has been made.

§ 31.38 CERTIFICATION OF TRANSFERRED FUNDS.
   All appropriation ordinances and/or resolutions transferring funds must be certified to the Grant County Auditor's Office for notification to the State Board.

§ 31.39 POINT OF ORDER.
   A call of "point of order" by any Council member shall be recognized by the Presiding Officer.

§ 31.40 ADJOURNMENT.
   To adjourn any meeting the proper motion must be made, duly seconded and passed by a majority vote of the quorum present.

§ 31.41 BUSINESS REQUIRING ACTION BY OTHER GOVERNMENTAL AGENCIES.
   No business that requires any other governmental agencies action or recommendation shall be placed on the Common Council's agenda until such time as the governmental agency has acted thereon. This section may be waived in an emergency by a unanimous consent of the members present of the Marion Common Council.
