GENERAL PROVISIONS
(A) The purpose of this chapter is to maintain a high standard of community development and the principles of town planning, to protect and preserve property, to promote the stability of property values, and to protect real estate and natural features and other distinctive characteristics of the site from impairment or destruction of value for the general community welfare.
(B) This chapter is adopted by the village to not only provide the minimum requirements as stated above, but also for the following purposes:
(1) To ensure adequate light, air, and privacy for the health, safety, and general welfare;
(2) To regulate lot sizes in residential districts, required front, side, and rear setbacks in all districts, and maximum allowable building heights;
(3) To regulate the uses permitted in the various districts established by and shown on the building zone map as approved by the Planning Commission;
(4) To regulate use of space within required yards;
(5) To regulate requirements for the establishment of planned unit development areas;
(6) To conserve, protect, and enhance the historic resources of the village;
(7) To conserve, protect, and maximize the conservation of the natural features and distinctive characteristics of the land;
(8) To regulate required off-street parking of motor vehicles, trailers, and boats;
(9) To regulate signage so that it is compatible with the surrounding urban environment;
(10) To set standards by which a nonconforming use may continue to function and to provide for the adaptive reuse of nonconforming buildings;
(11) To define the powers and duties of the Park Board, the Architectural Review Board, and the Planning Commission;
(12) To provide penalties for violations of the provisions of this chapter; and
(13) To combat urban blight caused by neglect of buildings and properties.

No structure shall be erected, converted, enlarged, reconstructed, or structurally altered, nor shall the occupancy or use of a premises change, nor shall any structure or land be used which does not comply with all the regulations established within this chapter for the district in which the structure or land is located.
