171.01 SALARY ADMINISTRATION.
(a) Salaries of Council members and members of the Civil Service Commission shall be paid monthly. The salary established by Council for the City Law Director shall be in addition to the compensation paid him by Richland County.

(b) The pay period for all full-time officers and employees of the City, except as provided under subsection (a) hereof, shall consist of fourteen consecutive days beginning at the hour of 12:00 midnight, Friday, and ending at 12:00 midnight on the second Friday thereafter.
All full-time officers and employees of the City, except as provided under subsection (a) hereof, shall be paid their respective salaries, wages or pay on the first Friday following the end of each pay period. (Ord. 61-185. Passed 8-15-61.)
171.02 ADDITIONAL AND QUALIFICATION PAY.
When the salary or wage of a permanent employee of the City increases by reason of time served in position, by reason of qualification attainment or by other operation of law, such increased salary or wage shall take effect with the first day of the pay period next following completion of time served in position or with the first day of the pay period next following after the approval of evidence of such qualification by the Service or Safety Director or other authorized officer. 171.03 PUBLIC FUNDS EXPENDITURES.
Any officer or employee of the City who expends or authorizes the expenditure of public moneys from a fund, or gives any order involving or requiring the expenditure of public moneys from a fund which have not been legally appropriated, or who expends or authorizes the expenditure of public moneys or gives any order involving or requiring the expenditure of public moneys in excess of the amount legally appropriated, or in excess of the unencumbered balance in the fund shall be liable to the City for the full amount paid from the funds of the City, or for which the City may become obligated, by reason of such expenditure, authorization or order of such officer or employee. Such officer or employee shall be jointly and severally liable in person and upon any bond that he has given to the City.
Every officer and employee of the City who has the authority to expend or to authorize the expenditure or to give an order involving or requiring the expenditure of public funds shall ascertain with certainty that each such expenditure, authorization to expend or order involving or requiring the expenditure so made or authorized or ordered by him is within and not in excess of an appropriation which has been legally made and that unencumbered moneys are available therefor.
No officer or employee shall expend or authorize the expenditure or give any order involving or requiring the expenditure of public funds when such officer or employee is uncertain or in doubt as to the legal availability of such public funds.
Failure to adhere and conform to the provisions of this section shall constitute neglect of duty and misfeasance or malfeasance in office and grounds for dismissal from employment with the City. Enforcement of criminal laws otherwise provided by law, against such officer or employee shall not preclude imposition of liability or dismissal as herein provided.

171.04 TRAVEL AND EXPENSE ALLOWANCES.
(a) The Finance Director is hereby authorized to advance travel and other expense allowances to officials and employees who are involved in attending official business away from the City.
(b) Such allowances shall be approved by the Mayor pursuant to Ohio R.C. 733.79 and shall not exceed the registration fee, if any, plus seventy-five percent (75%) of approved estimated transportation and lodging expenses, and the same shall be paid from the Travel Expenses for City Officials Fund, or other proper appropriated fund.
(c) The provisions of this section shall not relieve an employee or official from accounting for all expenditures in accordance with the Finance Director's requirements.
