A. The city shall be divided into five commission districts and one commissioner, who resides in the subject district, shall be elected from each district.
B. The five single member districts for the city commission elections shall be comprised as follows:
1. Election District No. 1: Beginning at the intersection of South 7th Street and West Avenue K: along West Avenue K east to the city limits; along the city limits north, west...south to North 2nd Street; along North 2nd Street south to West Polk Avenue; along West Polk Avenue east to North Main Street; along North Main Street south to West Avenue G; along West Avenue G west to South 3rd Street; along South 3rd Street south to West Avenue I; along West Avenue I west to South 7th Street; along South 7th Street south to West Avenue K; and ending at the intersection of West Avenue K and South 7th Street.
2. Election District No. 2: Beginning at the intersection of North 7th Street and the city limits: along the city limits east, north, east to North 2nd Street; along North 2nd Street south to West Polk Avenue; along West Polk Avenue east to North Main Street; along North Main Street south to West Avenue G; along West Avenue G west to South 3rd Street; along South 3rd Street south to West Avenue I; along West Avenue I west to South 7th Street; along South 7th Street north to West Jefferson Avenue; along West Jefferson Avenue west to North 8th Street; along North 8th Street north 0.3 miles to an alley; along said alley east to North 6th Street; along North 6th Street north to West Polk Avenue; along West Polk Avenue west to North 7th Street; along North 7th Street north to the city limits; and ending at the intersection of the North 7th Street and the city limits.
3. Election District No. 3: Beginning at the intersection of South 11th Street and West Avenue D: along South 11th Street south 0.33 miles to an alley; along said alley west to South 13th Street; along South 13th Street south 0.301 miles to an alley; along said alley east to South 9th Street; along South 9th Street north to West Avenue K; along West Avenue K east to South 7th Street; along South 7th Street north to West Jefferson Avenue; along West Jefferson Avenue west to North 8th Street; along North 8th Street north 0.3 miles to an alley; along said alley east to North 6th Street; along North 6th Street north to West Polk Avenue; along West Polk Avenue west to North 7th Street; along North 7th Street north to the city limits; along the city limits west to North 9th Street; along North 9th Street south to West Polk Avenue; along West Polk Avenue west to North 11th Street; along North 11th Street south to West Jefferson Avenue; along West Jefferson Avenue east to South 9th Street; along 9th Street south to West Avenue D; along West Avenue D west to South 11th Street; and ending at the intersection of South 11th Street and West Avenue D.
4. Election District No. 4: Beginning at the intersection of North 9th Street and the city limits: along North 9th Street south to West Polk Avenue; along West Polk Avenue west to North 11th Street; along North 11th Street south to West Jefferson Avenue; along West Jefferson Avenue east to South 9th Street; along South 9th Street south to West Avenue D; along West Avenue D west to South 11th Street; along South 11th Street south 0.33 miles to an alley; along said alley west to South 13th Street; along South 13th Street south 0.301 miles to an alley; along said alley west to the city limits; along the city limits north...west to North 9th Street; and ending at the intersection of North 9th Street and the city limits.
5. Election District No. 5: Beginning at the intersection of West Avenue K and South 9th Street: along South 9th Street south 0.121 miles to an alley; along said alley west to the city limits; along the city limits south, east...west to East Avenue K; along East Avenue K west to South 9th Street; and ending at the intersection of West Avenue K and South 9th Street.
C. Each district shall be compact in area and shall have populations as nearly equal to each other as possible.
D. One commissioner who resides in the district shall be elected for regular periods of four years for each of the five districts. The regular elections shall be staggered to allow election of one or more commissioners every two years.
E. The governing body of the city shall re-district the city whenever redistricting is warranted.
F. Upon petition signed by qualified electors, in a number equal to the votes cast for the commissioner receiving the greatest number of votes at the last regular municipal election, the governing body of the municipality shall re-district the municipality.

All powers of the municipality are vested in the commission. The commission shall:
A. Pass all ordinances and other measures conducive to the welfare of the municipality;
B. Perform all acts required for the general welfare of the municipality; and
C. In addition to the office of manager, create all offices necessary for the proper carrying on of the work of the municipality. (Prior code § 2-1-11)
At the first meeting of the new commission after each election, or as soon thereafter as practicable, the commissioners shall elect one of their number as mayor to act for two years, or until a successor is elected and qualified, unless sooner removed by death, resignation or removal from office. The mayor shall preside at meetings of the commission and perform other duties, consistent with his office as imposed by the commission. The mayor has all powers and duties of a commissioner, including the right to vote upon all questions considered by the commission. He is the official head of the municipality for all ceremonial purposes. During his absence or disability, his duties shall be performed by another member of the commission, appointed by a majority of the commission and designated as mayor pro tern. A. The governing body shall at the last regular meeting in December of each year, set the dates of the regular meetings for the subsequent year. Such regular meetings shall be held two times per month on Mondays at seven p.m., unless good cause exists to establish a different time. When the day of the regular meeting falls on a legal holiday, such meetings shall be held on a date determined by the governing body. All regular meetings shall be held at Commission Chambers, City Hall, or such other public places the governing body may designate.
B. The commission shall meet at least twice each month. Meetings shall be open to the public, and the official records of the meetings shall be open to inspection at all times. (Amended during 1992 codification: Ord. 266, 1977: prior code §§ 2-1-10, 2-2-1)
The mayor, or a majority of the members of the commission, may call special meetings by notice to each member of the commission, personally served or left at his usual place of residence and by notice to the public as provided by law. (Amended during 1992 codification: prior code § 2-2-2)
No action shall be taken unless a quorum is present. A majority of the members of the governing body shall constitute a quorum for the purpose of transacting business at any regular or special meeting where each question must be decided by a majority vote of the members present. (Prior code § 2-2-3)
All reports, communications, ordinances, resolutions, contracts, documents or other matters to be submitted to the governing body shall be delivered to the city manager or clerk at least two days prior to each meeting, whereupon the clerk shall immediately arrange a list of such matters according to the order of business. Each commissioner, the mayor, the city manager and the city attorney will be furnished with a copy of the order of business at the commission meeting, and as far in advance of the meeting as time for preparation will permit. Additional items may be added to the agenda by unanimous consent of the members of the governing body present. (Amended during 1992 codification: Ord. 267, 1977: prior code § 2-2-4)
