2.12.020   Powers.
   All powers of the municipality are vested in the commission. The commission shall:
   A.   Pass all ordinances and other measures conducive to the welfare of the municipality;
   B.   Perform all acts required for the general welfare of the municipality; and
   C.   In addition to the office of manager, create all offices necessary for the proper carrying on of the work of the municipality. (Prior code § 2-1-11)
2.12.030   Selection of mayor.
   At the first meeting of the new commission after each election, or as soon thereafter as practicable, the commissioners shall elect one of their number as mayor to act for two years, or until a successor is elected and qualified, unless sooner removed by death, resignation or removal from office. The mayor shall preside at meetings of the commission and perform other duties, consistent with his office as imposed by the commission. The mayor has all powers and duties of a commissioner, including the right to vote upon all questions considered by the commission. He is the official head of the municipality for all ceremonial purposes. During his absence or disability, his duties shall be performed by another member of the commission, appointed by a majority of the commission and designated as mayor pro tern. 2.12.040   Regular meetings.
   A.   The governing body shall at the last regular meeting in December of each year, set the dates of the regular meetings for the subsequent year. Such regular meetings shall be held two times per month on Mondays at seven p.m., unless good cause exists to establish a different time. When the day of the regular meeting falls on a legal holiday, such meetings shall be held on a date determined by the governing body. All regular meetings shall be held at Commission Chambers, City Hall, or such other public places the governing body may designate.
   B.   The commission shall meet at least twice each month. Meetings shall be open to the public, and the official records of the meetings shall be open to inspection at all times. (Amended during 1992 codification: Ord. 266, 1977: prior code §§ 2-1-10, 2-2-1)
2.12.050   Special meetings.
   The mayor, or a majority of the members of the commission, may call special meetings by notice to each member of the commission, personally served or left at his usual place of residence and by notice to the public as provided by law. (Amended during 1992 codification: prior code § 2-2-2)
2.12.060   Quorum required for action.
   No action shall be taken unless a quorum is present. A majority of the members of the governing body shall constitute a quorum for the purpose of transacting business at any regular or special meeting where each question must be decided by a majority vote of the members present. 2.12.070   Agenda.
   All reports, communications, ordinances, resolutions, contracts, documents or other matters to be submitted to the governing body shall be delivered to the city manager or clerk at least two days prior to each meeting, whereupon the clerk shall immediately arrange a list of such matters according to the order of business. Each commissioner, the mayor, the city manager and the city attorney will be furnished with a copy of the order of business at the commission meeting, and as far in advance of the meeting as time for preparation will permit. Additional items may be added to the agenda by unanimous consent of the members of the governing body present. (Amended during 1992 codification: Ord. 267, 1977: prior code § 2-2-4)
2.12.080   Rules of debate.
   A.   The mayor may not make and second motions, may debate from the chair, and shall have all privileges of other members.
   B.   Each commissioner desiring to speak shall address the presiding officer and after being recognized confine himself to debate, avoiding personalities and indecorous language.
   C.   A commissioner having been recognized shall not be interrupted except to call him to order. If called to order, he shall cease speaking until the point of order is decided after which he may proceed.
   D.   The commissioner moving the adoption of an ordinance or resolution shall have the privilege of closing debate.
   E.   A motion to reconsider any action taken by the governing body shall be made on the day such action was taken. Such motion shall have precedence over ail other motions except a motion to adjourn and shall be debatable.
   F.   A member of the commission may request the privilege of having his statement on any subject under consideration entered in the minutes subject to the consent of the governing body, provided that any member shall have the right to cause his reasons for dissent or protest against the action of the commission entered in the minutes without consent.
   G.   The newest version of Robert's Rules of Order shall be used by the commission in determining any issue not covered by this section. A copy of the newest version of Robert's Rules of Order book will be kept in the city clerk's office.

2.12.090   Addressing the governing body.
   A.   Written Communications. Interested parties or their representatives may address the governing body by written communication regarding any matter.
   B.   Oral Address. Taxpayers or residents of the municipality or their authorized representatives may orally address the governing body on any matter concerning the business of the municipality, provided that preference shall be given to those persons who have notified the cleric in advance of their desire to speak.
   C.   Reading of Protests and Petitions. Taxpayers or residents of the municipality and their authorized representatives may address the governing body by the reading of protests, petitions or communications.
   D.   Persons Other Than Taxpayers and Residents. Persons other than taxpayers and residents must receive prior approval before orally addressing the governing body.
   E.   Manner of Address. Each person orally addressing the governing body shall first seek the recognition of the presiding officer and after being recognized shall stand and give his name and address for the records before proceeding. All remarks shall be addressed to the commission as a whole and not to any member thereof. No person, other than a commissioner and the person having the floor, shall be permitted to enter into any discussion without permission of the presiding officer. No question shall be asked a commissioner except through the presiding officer.
   F.   Time Limit. In order mat the business of the municipality may be disposed of in an expeditious manner, the presiding officer may place a limit on the length of time any person may speak. (Prior code § 2-2-6)
