15.08.220   Liability.
   This chapter shall not be construed to relieve from or lessen the responsibility or liability of any party owning, operating, controlling or installing any electric wiring, devices or electric equipment, for damages to person or property caused by any defect therein. The city shall not be held as assuming any such liability by reason of the inspection authorized in this article or certificate of approval issued as provided in this article. (Prior code § 16-1-24)
15.08.230   Electrical inspector-Qualifications.
   The electrical inspector shall be a competent, well qualified electrical engineer or journeyman electrician appointed by the mayor, subject to approval by the city commissioners. When deemed necessary by the mayor, the building inspector shall serve as the electrical inspector. (Prior code § 16-2-1)
15.08.240   Electrical inspector-Duties.
   The electrical inspector shall inspect all new electrical installations, additions, alterations or repairs to existing installations at any time deemed necessary. He shall approve or reject all electrical plans and specifications. He shall keep a file of all permits issued and shall issue a certificate of inspection of all approved work. He shall maintain a file of all listed inspected appliances issued by the Underwriters' Laboratories, Inc., which shall be accessible for public reference. He shall not engage in the business of sale, manufacture, installation or maintenance of electric wiring, equipment or devices while engaged as electrical inspector. (Prior code § 16-2-2)
15.08.250   Electrical inspector-Authority.
   A.   The electrical inspector shall decide all questions pertaining to the installation of electric wiring, devices or equipment not otherwise provided for in this chapter. Any administration or ministerial matters connected with the installation or maintenance of electrical wiring, devices or equipment not covered by the provisions of this chapter, the electrical inspector, by and with the approval of the mayor, may promulgate and enforce such rules and regulations as he deems necessary to promote the safety of the public and carry out the purposes and objects of this chapter.
   B.   The electrical inspector shall have the right during reasonable hours to enter any building in the discharge of his official duties or for the purpose of making any inspection or test of the installation of electric wiring, electric devices or equipment contained therein and shall have the authority to cause the turning off of all electrical currents and to cut or disconnect in cases of emergency any wire where such electrical currents are dangerous to life or property or interfere with the work of the fire department.
   C.   The electrical inspector is empowered to disconnect or order the discontinuance of electrical service to any electric wiring, devices and equipment found to be defectively installed or otherwise not in conformity with the provisions of this chapter until such wiring, devices and equipment and their installations have been made safe as directed by the electrical inspector. 15.08.260   Interference with electrical inspector unlawful.
   A.   It is unlawful for any person to interfere with the electrical inspector in the discharge of his duties or to in any manner prevent or attempt to prevent him from carrying opt the provisions of this chapter.
   B.   The electrical inspector or his authorized assistants shall have the power to make arrests for the violation of this chapter and to compel the suspension of any electric work being done in a manner prohibited by this chapter. (Prior code § 16-2-4)
