No wiring, devices or equipment for the transmission, distribution or utilization of electrical energy for light, power or heat shall be installed within or on any building or structure, nor shall any alteration or addition be made in any such existing wiring devices or equipment, nor shall any motor be disconnected and then reconnected for any cause without first securing a permit from the electrical inspector, except as stated in this chapter; and, in case of emergency and the building department is closed, the permit then shall be secured as soon as possible.
