13.12.050   Residential water rates.
   The water rates to be charged and collected by the city from each single-family residence obtaining service from the waterworks systems of the city shall be as follows:

13.12.060   Commercial water rates.

13.12.065   Industrial Water Rates.
   A.   An industrial water rate shall be charged and collected for businesses that obtain service from the waterworks systems of the city for use in production or manufacturing services on the site of their place of business. The water rates to be charged and collected by the city from each industrial customer shall be as follows:

13.12.068   Industrial water rates II.
   A.   An industrial water rate II shall be charged and collected for customers or businesses that obtain service from the waterworks system of the city for use or sale of such water off site from their principal place of business or from city supply sites. The water rates to be charged and collected from each industrial customer II shall be as follows:

13.12.070   Connection charge—City main to city meter.
   A charge will be made for each water connection as follows:
   From the city main to the city meter for any size tap, the cost of material and labor required for installation will be charged.
   These charges will be reviewed and updated on a quarterly basis, in order to reimburse the city for the cost of providing such connection. (Ord. 316, 1982: Ord. 255, 1976: prior code § 4-3-16)
13.12.071   Transfer charges.
   A charge of ten dollars shall be made for transfer from one residential location to another. Said transfer shall be made only when all outstanding water bills have been paid upon the residence from which the transfer is made. (Ord. 375 (part), 1993)
13.12.075   Rental property cleanup.
   Landlords may establish temporary metered service at a property for a period no longer than five (5) calendar days in order to clean-up tenant vacated rental property.
   A.   A ten (10) dollar deposit, per property, will be required.
   B.   The landlord will be charged eighty-nine cents ($0.89) per every 100 gallons.
   C.   The amount of water used will be deducted from the deposit. Any usage above the deposit will be due immediately after the five calendar days. The meter reading will be recorded prior to turning temporary service on and will be recorded at time of disconnection.

13.12.080   Failure of meter—Charges—Appeal.
   In the event any of the water meters fail to operate because they have become clogged by sand or for any other reason fail to function, so as to record the amount of water used, the water superintendent shall estimate the amount of water consumed based on former meter readings, condition of the premises and other pertinent data. If any person feels aggrieved by a bill based on such estimate, he may appeal the decision to the city commission. The city commission may, if it considers the position of the water user equitable and just, remit all or a part of such water bill except that it shall not remit the base minimum amount of such bill. 13.12.085   Additional charges for testing meters, when found in proper condition.
   Any customer who believes that their water meter is not registering accurately may apply to have the water meter replaced or tested by an independent testing facility. This request must be made in writing to the utility billing office.
      1.   A meter shall only be replaced one time.
      2.   Should the customer not agree to a meter replacement or is not satisfied with the readings obtained from the new meter, testing by an independent testing facility will be conducted. If the meter registers more than five (5) percent high, the city will adjust the associated monthly water bill. If the meter is found to be accurate within five (5) percent, or if the meter reading is low, the following charges shall be added to such customer’s subsequent utility bill:
         a.   A fifty-dollar ($50.00) meter testing service.
         b.   The actual cost to perform meter testing.
