   There is hereby created a Department in City government known as the Youth Development Department, referred to in this chapter as “Department”.

22.1301   Duties of the Department.
 
 
Sec. 22.1301. Duties of the Department.
 
   The Department, on behalf of the City, shall:
 
   (a)   Serve as the central information center for the public to access youth services in the City of Los Angeles;
 
   (b)   Review and report on all youth-serving activities within all City departments, including the collection of programmatic information that is necessary to obtain baseline data about the quality of the City’s youth development efforts;
 
   (c)   Develop a road map for long-term youth program planning;
 
   (d)   Coordinate with other City departments, regional agencies, and other providers of youth services to develop a City-wide three-year Youth Development Strategic Plan;
 
   (e)   Advise the Mayor and the City Council on the City youth program to ensure efficient use of City resources and the greatest return on investment; and
 
   (f)   Provide necessary staffing for the Olivia Mitchell Youth Council.

Sec. 22.1302. Policy and Management.
 
   (a)   The City Council shall establish those policies that govern the activities of the Department.
 
   (b)   The Department shall be under the control and management of an Executive Director who shall administer its affairs as its Chief Administrative Officer.
 
   (c)   The Executive Director shall be appointed and may be removed in accordance with Charter Section 508(b) and (c). The Executive Director shall have no property interest in their employment.
