Sec. 22.901. Purpose of Department.
 
   The Department is created to provide coordination, management and direction of all City emergency preparedness activities.

Sec. 22.902. General Manager.
 
   The Department shall be under the control and management of a general manager who shall be the Department’s chief administrative officer, exercising those powers and duties described in Charter Section 510 and Section 21.1 of this Code. The General Manager of the Emergency Management Department shall also be the Emergency Operations Organization Coordinator.

Sec. 22.903. Appointment and Removal of General Manager.
 
   The general manager shall be appointed by the Mayor, subject to confirmation by the Council, and may be removed by the Mayor, as provided in Charter Section 508.
