   The general manager shall be appointed by the Mayor, subject to confirmation by the Council, and may be removed by the Mayor, as provided in Charter Section 508.

Sec. 22.904. The Department shall:
 
   (a)   Prepare Citywide emergency preparedness plans with the assistance of all other City departments, officers and agencies and assist other departments and agencies desiring to initiate or develop emergency preparedness activities;
 
   (b)   Coordinate with public and private officials and agencies outside of City government to address emergency preparedness needs;
 
   (c)   Prepare, coordinate and administer training for City employees and the public on emergency preparedness;
 
   (d)   Conduct public education to assist in emergency preparedness; and
 
   (e)   Perform other duties as provided by ordinance.

TRANSFER OF POWERS, DUTIES AND FUNCTIONS

Sec. 22.905. [Transfer of Powers, Duties and Functions.]
 
   (a)   The transfer of functions for the operation, management and control of emergency preparedness programs from the City Administrative Officer to the Emergency Management Department shall become operative at the time that personnel, funds and equipment to perform those functions are provided for in an adopted City Budget or any amendment to the budget. It is the intention of the City Council to transfer to the Department all positions relative to emergency preparedness currently assigned to the City Administrative Office and which currently exist in that office. It is also the intention of the City Council that all positions transferred to the Department be filled with personnel who occupy those positions at the time of the transfer. Rules and Regulations previously authorized for the operation, management and control of emergency preparedness, or relative to that function, shall remain in full force and effect unless subsequently revised by the City Council by order or resolution.
 
   (b)   Between the effective date of this ordinance creating the Department and the respective applicable effective date of each transfer of resources, the authority to operate the Department will be limited to an exercise of those powers, duties and functions for which resources have already been so provided by the City Council and the Mayor.
