Sec. 22.640. Designation of the Department.
 
   (a)   There is hereby created in City government a Department known as the Information Technology Department, hereinafter referred to as the “Department.
 
   (b)   The Department shall assume responsibility over all telecommunications regulatory services and related matters, information processing, and communications services, formerly administered by the Department of Telecommunications, the Department of Information Systems and the Communications Services Division of the General Services Department.
 
   (c)   Notwithstanding the authority which has heretofore been exercised by any other departments with respect thereto, the Department shall also have authority and responsibility for planning, designing, implementing, operating and coordinating the City’s information technology systems and networks, either directly or by oversight of these activities when carried out by other departments, except for any such systems operated by a proprietary department or limited by Article 8 of this chapter.
 
   (d)   The Department also shall have the authority and responsibility to develop and recommend City policy for information and communications systems and networks and to develop and establish standards for the acquisition, implementation and use of information and communications systems. The Department also shall be responsible for the regulation, administration and enforcement of Information Technology Systems franchises.
