Sec. 22.601. Purpose Defined.
 
   The Department is established to provide for coordination, management, direction and operation of programs previously assigned to the Housing and Rent Stabilization Divisions of the Community Development Department and to provide for planning, coordination, direction and management of all other housing and rent control matters established hereunder. The Department shall, on behalf of the City:
 
   (a)   propose, develop and implement a comprehensive city-wide affordable housing policy which promotes the production and preservation of affordable housing in the City, particularly housing which serves low income elderly and families whose housing needs are currently unmet. This city-wide housing policy should address the following concerns:
 
   1.   how various city housing programs can be coordinated;
 
   2.   how the city can use various incentives to increase city affordable housing availability;
 
   3.   how the city can obtain new housing funding resources;
 
   4.   how the city can preserve the affordability of the city’s low income housing stock;
 
   5.   how the housing stock can be rehabilitated while preserving its affordability;
 
   6.   how city housing resources can be targeted to low income elderly and families;
 
   7.   how the city can obtain community support for affordable housing and maintain housing affordability for the longest feasible time;
 
   8.   how the existing housing stock can be maintained in a decent, safe and sanitary condition;
 
   9.   how the city can minimize the loss of affordable housing stock.
 
   (b)   assist the Affordable Housing Commission (hereinafter “Commission”) and City Council in evaluating the effectiveness of housing related public policies and programs, particularly those meant to serve low income elderly or families;
 
   (c)   assist the Commission in evaluating the efforts of various City agencies, including but not limited to the Departments of Community Development, City Planning and Building and Safety, the Community Redevelopment Agency and the City Housing Authority, involved in affordable housing preservation and production;
 
   (d)   review, evaluate and report to the Commission, Mayor and City Council on the scope, effectiveness and impact of various housing programs conducted by city agencies;
 
   (e)   review and make recommendations to the Commission, Mayor and City Council on city programs, policies and procedures, which affect preservation and production of affordable housing;
 
   (f)   assist the Commission in conducting public hearings on affordable housing issues; report and make recommendations to the Commission, Mayor and City Council on such hearings;
 
   (g)   collect, analyze and report on various data sources which help assess the current housing conditions in the City;
 
   (h)   assist the Commission in evaluating budgets of housing agencies and insuring conformity with City housing policy;
 
   (i)   collect, analyze and report on various data sources which help assess the current housing programs and policies of the City;
 
   (j)   consider nonprofit housing development as a means to meet the affordable housing needs of the City;
 
   (k)   administer the Rent Stabilization Ordinance;
 
   (l)   analyze and make recommendations to the Mayor and City Council on any policy or activity affecting housing;
 
   (m)   administer human services programs and commissions previously administered by the Community Development Department.
