Sec. 22.613. Cooperation of City Departments and Agencies with the Commission.
 
   All offices, departments, bureaus and agencies shall cooperate to the fullest extent with the Commission, provided that no such office, department, bureau, or agency shall be required to do anything in this connection which would conflict with the lawful and necessary conduct of its duties as otherwise provided by law.
 
   At such times as the Mayor may prescribe for City departments to submit their budget to the Mayor and Council, the agencies and departments shall, in a form prescribed by the Mayor concurrently submit copies of their annual proposed housing budgets, if any, to the Commission for review.
 
   The Commission shall review the agencies’ and departments’ annual proposed housing budgets with respect to their compliance with the City’s housing policy and goals, and shall submit its findings and recommendations on the agencies’ and departments’ housing programs to the Mayor and City Council on or before March 30th of each year for consideration during the preparation and adoption of the annual City budget.

   All Boards, officers, departments, and bureaus of the City shall cooperate with the General Manager’s efforts to protect, preserve, produce and enhance the quantity and quality of affordable housing in the City, and in particular, shall assist and cooperate with the General Manager’s activities and programs which may have an effect upon the production and preservation of the City’s affordable housing.
