The Quality and Productivity Commission for the City of Los Angeles is hereby renamed the Innovation and Performance Commission, hereinafter referred to as the Commission, which shall have the duties as set forth in this Chapter.
The Commission is to provide the Mayor and the City Council with the benefit of private and public sector experience, expertise, information and recommendations relating to improving the provision of City services through innovation, productivity and performance measurement within City government.
The term “productivity” shall mean the efficiency with which human and material resources are utilized directly or indirectly in the delivery of services. The term “innovation” shall mean the introduction of transformative processes and/or new tools that have the potential to increase the quality, effectiveness and reach of the services that the City provides. The term “performance measurement” shall mean the process of collecting and interpreting data to determine progress in achieving the City’s priorities through the services it provides.

The Commission shall consist of nine members. The Mayor shall appoint three members. The Council President shall appoint six members from nominations submitted by the Chairs of the Budget and Finance Committee (2 nominations), the Personnel and Animal Welfare Committee (2 nominations), and the Public Works and Gang Reduction Committee (2 nominations) of the City Council. Each Mayoral and Council President appointment shall be subject to confirmation by the Council by majority vote. A member appointed by the Mayor may be removed by the Mayor. A member appointed by the Council President may be removed by the President subject to approval by the Council by majority vote.

Members shall have special knowledge and experience in innovation, productivity, performance measurement and/or related techniques in the private sector, in organized labor, in the academic community or in other public sector jurisdictions.

Three of the original appointees of the Mayor and three of the original appointees of the Council President shall be designated in their appointment to serve two-year terms. All other appointees of each shall be designated to serve four-year terms. Upon the expiration of the original terms designated for each office, new members shall be appointed to four-year terms. Each member shall serve until the member’s successor is duly appointed and qualifies, provided however that if new appointments are not made by the Mayor or by the Council President within 45 days of the expiration of a term, the Council may designate someone as a new member for the term involved.

The Commission shall choose a presiding officer from among its membership and that person shall call and preside over the Commission and its meetings. The Commission shall choose a pro-tem presiding officer from among its membership, who shall preside over the Commission and its meetings and perform the duties of presiding officer in the absence of said officer. Each such officer, except for those elected at the Commission’s organization meeting, shall hold office for one year and shall be elected during the Commission’s first regular meeting in July.
