Sec. 8.241. Establishment of Commission and Authority.
 
   There is hereby created the following municipal board to be known as the Commission on Disability.
 
   The Commission shall provide a forum for the identification and discussion of difficulties encountered by disabled persons in our society, and shall make recommendations to the Mayor and the City Council on measures which the Federal, State and local governments may undertake to assure that persons with disabilities may participate without any hindrance in the life of our community.

Sec. 8.242. Organization of the Commission.
 
   (a)   The Commission shall be comprised of nine members, including both disabled and non-disabled persons.
 
   (b)   Commission members shall be appointed, and may be removed in accordance with Charter Section 502.
 
   (c)   The original nine members of the Commission shall be appointed for such terms as shall cause two terms to expire successively on the date of June 30 in two years, three years and four years; and three terms to expire in five years respectively next following the effective date of appointment of the original Board of Commissioners. The period of the term of the first nine members shall be designated in the appointment. Thereafter the terms of the succeeding members of the Commission shall be five years beginning with the first day of July following the expiration of the prior term.
 
   (d)   The Commission shall elect officers in accordance with Charter Section 503(a).
 
   (e)   The Commission shall meet at least once each month. All meetings shall be in a municipal or other facility open to the public and there shall be reasonable provision for notice and attendance by the public. Each member shall be paid an attendance fee of $50.00 per meeting attended, not to exceed $100.00 in any calendar month to any member.
 
   The Commission may create committees to assist in its work; however, no remuneration shall be paid to a Commissioner or committee member in connection with any committee meeting.
 
   (f)   Five members of the Commission must be present at any meeting in order to constitute a quorum but a smaller number may adjourn from time to time until a quorum is present.
