Sec. 8.130. Four Year Terms.
 
   Except as provided in Section 8.131, each representative of the City of Los Angeles on the Board of Directors of the Metropolitan Water District of Southern California shall serve for a term of four years commencing on the first day of January of an odd-numbered year, and thereafter until the representative’s successor has been appointed and qualified.

Sec. 8.131. Terms for Incumbent Directors.
 
   The Mayor of the City of Los Angeles, with the consent and approval of the City Council, shall designate the terms of office of each such incumbent representative of the City of Los Angeles so that to the extent possible the terms of an equal number of directors will expire on December 31, 1972, and on December 31, 1974, or thereafter when their successors have been appointed and qualified.
