The City Council hereby creates and designates the Zoo Capital Program Oversight Committee (the “Oversight Committee”) as the coordinating and supervising entity for all Zoo projects funded with proceeds from the ballot measures adopted by the voters in 1992 (Proposition A, commonly referred to as Proposition A-1), in 1996 (Proposition A, commonly referred to as Proposition A-2, and Proposition K) and in 1998 (Proposition CC) and projects funded by the Greater Los Angeles Zoo Association (“GLAZA”).

The Oversight Committee shall consist of the Mayor, the City Administrative Officer, who shall be the chairperson, the Chief Legislative Analyst and the General Manager of the Zoo Department. Each of the members may designate someone to act on the member’s behalf.

The Oversight Committee shall have the following duties and responsibilities and such others as the City Council may add:
(a) Be responsible for the overall coordination and supervision of all Zoo capital projects funded from the sources described in Section 8.326 of this Code;
(b) Review all plans for expenditure and submit all reports to Council necessary to issue the general obligation bonds authorized by Proposition CC;
(c) Submit an annual report to Council on the status of projects and provide for public distribution of the report; and
(d) Meet at least monthly.
