Sec. 8.220. Establishment of Commission.
 
   There is hereby created and established a commission to be known as the “Housing Commission of the City of Los Angeles”. The Commission shall consist of seven members. Such members shall be appointed and removed by the Mayor subject to the approval of the Council, as to both appointment and removal. Two (2) of the members shall be tenants of the Housing Authority of the City of Los Angeles, hereinafter referred to in this chapter as the “Authority”. One tenant member shall be over sixty-two (62) years of age, if the Authority has tenants of such age. Commission members shall be qualified residents of the City at the time of their appointment and at all other times during their terms.

Sec. 8.221. Term of Members of the Commission.
 
   Three of the Commissioners first appointed shall be designated by the Mayor to serve terms of one, two, and three years respectively, from the date of their appointment. Two other Commissioners shall be designated to serve for terms of four years from the date of their appointments. The two Tenant Commissioners shall serve for terms of two years from the date of their appointments and their successors shall be tenants.
 
   Successors of Commissioners shall be appointed for a term of four years, except that successors of Tenant Commissioners shall be appointed for a term of two years and all vacancies shall be filled for the unexpired term. If a Tenant Commissioner ceases to be a tenant of the Authority, the person shall be disqualified as a Commissioner and another tenant shall be appointed to fill the unexpired term. Any appointment of a successor to a Commissioner of the Housing Commission shall be made by the Mayor subject to the approval of the Council.

Sec. 8.222. Meetings and Compensation.
 
   The Commission shall elect one of its members chairperson and one of its members vice-chair, which officers shall hold office one year and until their successors are elected.
 
   All members of the Commission shall be entitled to vote. Four members shall constitute a quorum for purposes of conducting a meeting. The decisions of the Commission shall be determined by a majority vote of the members present.
 
   The Commission shall meet as often as necessary to perform its duties. Each member shall be paid $50 per Commission meeting attended, not to exceed $250 per commissioner in any calendar month, and may receive reimbursement for actual expenses incurred in the course and scope of the member’s duties to the extent that the Authority has appropriated funds for such purpose.

Sec. 8.223. Powers of the Commission.
 
   The Commission shall:
 
   (a)   Review and make recommendations on all matters to come before the Authority prior to Authority action, except emergency matters and matters which the Commission, by resolution, excludes from its review.
 
   (b)   Perform such other duties with respect to matters as may be delegate to the Commission.

Sec. 8.224. Status.
 
   The Commission is not an agency or department of the City of Los Angeles, and Commission members are not employees or agents of the City of Los Angeles.
