236.01   ESTABLISHMENT AND COMPOSITION.
   A Department of Utilities is hereby established in and for the City. The Department shall be composed of the following divisions: Administration, Water Supply and Sewage Pumping, Water Pumping, Water Distribution, Water Treatment, Sewage Treatment and Sewer.

236.02   DIRECTOR OF UTILITIES.
   The Director of Utilities shall be the head of the Department of Utilities and shall have complete supervision and control of all divisions within the Department. Whenever the title "General Superintendent of the Department of Water and Sewage Treatment" appears in these Codified Ordinances, as the same may be amended, such title shall refer to the Director of Utilities.

236.03   UNIFORM ALLOWANCE.
   (A)   Establishment. A uniform allowance, payable from the Water Distribution Expense in the manner specified in subsection (C) hereof, is hereby established for the following employees in the Division of Water Distribution of the Department of Utilities:
      (1)   Meter readers;
      (2)   Consumers servicemen; and
      (3)   Meter reader foremen.
   (B)   Records; Rules and Regulations. An account of the disbursements for such purpose shall be maintained by the City Auditor. The Mayor is authorized to establish rules and regulations governing the use, type and purchase of the uniforms in accordance with the provisions of this section. The uniforms so purchased shall at all times remain the property of the City and shall be returned upon separation from the service of such employees for any reason.
   (C)   Amount of Allowance; Use. An initial uniform allowance of ninety dollars ($90.00) shall be credited to each employee listed in subsection (a) hereof, except that no new employee shall receive such credit until successful completion of a three-month probationary period. After the expiration of one year from receipt of the initial uniform allowance, each employee shall be credited with an annual uniform allowance of seventy-five dollars ($75.00) for the cost of replacement of items when needed. The allowance, or any portion thereof, shall be disbursed after purchase of authorized uniform items. Each employee shall maintain his own uniform.
   (D)   Utilities Security Officer. The Utilities Security Officer, during such time as he or she is required to wear an official uniform, shall receive an allowance not exceeding three hundred dollars ($300.00) in any calendar year. Such sum shall be cumulative. If such sum is not fully used in one calendar year, the balance shall be credited to such member for use in subsequent years. No new employee shall receive such credit until successful completion of a three-month probationary period.
   Subsection (B) hereof shall apply to the uniform allowance for the Utilities Security Officer, except that one-half of the expense shall be paid out of the Water Works Administration Account and one-half out of the Sewage Disposal Administration Account.
