226.01   ESTABLISHMENT AND COMPOSITION.
   (a)   A Department of Finance is hereby established in and for the City. The Department shall consist of the Director of Finance, a Deputy Director of Finance known as the Project Performance/Cost Compliance Manager, and such other officers and employees as may be determined from time to time by Council.
   (b)   The Director of Finance shall also serve as Director of Taxation at no additional compensation.
   (c)   The Department shall be under the supervision of the Director of Finance, who shall be under the supervision of the Mayor. The Director shall be responsible for all financial matters of the City not otherwise under the authority of the City Auditor, and shall perform such duties as requested by the Mayor.
