Sec. 18-47. - Safety officers; qualifications, supervision, duties and limitations.
(a)   All persons appointed to the classified civil service position of safety officer, established in section 21-5 of this Code, shall have such qualifications, both physical and educational, which will permit the performance of the duties of safety officers, both as hereinafter defined and in accordance with such requirements as may be established from time to time by the mayor. Safety officers shall be at least twenty-one (21) years of age. Safety officers shall successfully complete at least one hundred twenty (120) hours of appropriate training, certified by the Kentucky Law Enforcement Council prior to being appointed. Safety officers shall not be members of the police department within the meaning of KRS 95.010(2), nor entitled to share in the policemen's and firemen's retirement fund.
(b)   The duties of a safety officer shall be the following:
(1)   Issuance of citations for violations of the following motor vehicle offenses: KRS 186.020, 186.030, 186.040, 186.045(5), 186.050, 186.056, 186.060, 186.130, 186.140, 186.150, 186.160, 186.170, 186.180, 186.230, 186.655 to 186.680, 189.043, 189.287, 189.390(4)(c), 189.456(5), 189.751, 189.753 and 304.39-080, provided that, except as set out in subsection (b)(3) of this section, the safety officer shall not have the authority to issue citations for moving violations.
(2)   Issuance of citations for violations of the following sections of this Code:15-9, 18-9, 18-11, 18-34, 18-38, 18-42, 18-54, 18-57, 18-59, 18-61, 18-64, 18-95, 18-96, 18-97, 18-98, 18-99, 18-100, 18-101, 18-103, 18-104, 18-105, 18-106, 18-107, 18-108, 18-110, 18-111, 18-113.3, 18-114, 18-114.1, 18-115, 18-118, 18-119, 18-120, 18-121, 18-122, 18-123, 18-124, 18-124.1, 18-125, 18-126, 18-127, 18-128, 18-129, 18-133, 18-134, 18-135, 18-136, 18-137, 18-138, 18-141, 18-142, 18-144 to 18-156, 18A-1 to 18A-24.
(3)   Investigation and reporting of vehicle accidents, where a fatality is not involved, as provided for in KRS 189.630. Additionally, while in the process of securing information to complete accident reports and notwithstanding any statute to the contrary, a safety officer may issue citations for violations of KRS 186.430, 186.450, 186.510 and 186.540.
(4)   Control and direction of traffic on public thoroughfares.
(5)   Removal of vehicles in violation of state or local law consistent with such laws.
(6)   Patrol designated areas in order to assist in preserving law and order, to prevent and discover the commission of crime and to improve the safety and security of residents in the assigned area.
(7)   Interview persons with complaints and inquiries and attempt to provide assistance or direct them to the proper authorities.
(8)   Assist in emergency areas and at disaster scenes.
(9)   Patrol governmental park areas.
(10)   Assist at special events controlling traffic and providing citizens assistance.
(11)   Issuance of citations to motor vehicles illegally parked in designated fire lanes pursuant to KRS 227.320.
(c)   Safety officers may issue a citation for a misdemeanor or a violation committed in his presence as provided for in this section. The procedure for such citations shall be as provided in KRS 431.015.
(d)   Safety officers appointed by authority of this section shall have only the limited powers as provided by this section and shall not have the powers of peace officers to make arrests or carry deadly weapons.
