It shall be unlawful for any person to park any vehicle that is carrying or has carried cattle, other livestock, offal, manure or any other offensive material at any time when such vehicle by reason thereof gives off offensive odors or attracts flies or other insects on any street in the urban county excepting within one hundred (100) yards in either direction from the entrance to any licensed stockyard in the urban county.
