ARTICLE I. GENERAL PROVISIONS
The purpose of this chapter is to protect the public health, safety, welfare and economic stability of the community and establish a quality system of public improvements adequate to support existing and planned development. The city intends to fairly allocate the responsibility for the construction of necessary public improvements to those developments creating additional demands on such public improvement systems as such development occurs.

Public improvements are defined as community facilities and services necessary to serve a proposed development and to progressively implement current master service plans. The improvements shall include, but not be limited to, streets, sidewalks, water mains, fire hydrants, sanitary sewers, storm drains, traffic controls, and such public rights of way necessary to accommodate the improvements; the improvements being provided at service levels and according to design standards and specifications contained in the document entitled “Lake Havasu City Standard Detail Drawings” and its amendments; consistent with respective master plans for the public improvements as may be adopted by the City Council and in accordance with this chapter.
