Any applicant may appeal for relief from the terms of these regulations to the City Council, and the City Council may authorize variances from the terms of this chapter where, by reason of an exceptional or extraordinary situation or condition of a lot or parcel of land, the strict application of any of the regulations enacted in this chapter would result in peculiar and exceptional practical difficulties or undue hardships upon the applicant. Such a variance or relief may be given provided the relief may be guaranteed without detriment to the public good and without impairing the intent and purposes of this chapter.
