§ 11.04.110 GENERAL LOCATION AND DESIGN.
   A.   Generally. The location, width and grade of streets shall be considered in their relation to existing and planned streets, to topographical conditions, and to the proposed use of land to be served by the streets. The street system shall assure adequate traffic circulation and that it is convenient and safe. Intersection angles, grades, tangents, and curves shall be appropriate for the traffic to be carried, considering the terrain. Street determination shall be coordinated with any need for utility locations.
   B.   Relationship to the future street system. Location of a street will ordinarily be shown in the transportation element of the comprehensive plan and future street plan refinement of the comprehensive plan. The arrangement of public streets shall provide for the continuation or appropriate projection of existing streets in the surrounding area, except for deviations to meet a particular situation where topographical or other conditions make continuance or conformance to existing streets impractical.
   C.   Underground utilities.
      1.   In newly subdivided areas all utility lines, including but not limited to those required for electric, communication, lighting and cable television services and related facilities, shall be placed underground, except surface-mounted transformers, surface-mounted connection boxes and water cabinets, which may be placed above ground, temporary utility service facilities during construction, high-capacity electric and communication feeder lines, and utility transmission lines operating at 50,000 volts or above. The developer shall make all necessary arrangements with the serving utility to provide the underground services. The city reserves the right to approve location of all surface-mounted transformers.
      2.   Provision for all underground utilities, including sanitary sewers installed in streets by the developer, shall be constructed prior to the surfacing of the streets. Stubs for service connections shall be long enough to avoid disturbing the street improvements when service connections are made.
