§ 11.04.100 REQUIRED IMPROVEMENTS.
   A.   Whenever any proposed development contains or abuts an existing or proposed street which is either unimproved or of substandard right-of-way width or improvement according to the transportation master plan, city specifications and standards, and the standards of this article, the necessary right-of-way shall be dedicated to the city prior to the issuance of a building permit for the proposed development, and the improvements completed and accepted by the city as consistent with the plan and standards, prior to the issuance of an occupancy permit for the proposed development, subject to the following exceptions:
      1.   Improvements to existing streets. Where a development abuts an existing street, the improvements requirement shall apply only to that portion of the street right-of-way located between the centerline of the right-of-way and the property line of the lot proposed for development. In no event shall a required street improvement for an existing street exceed a pavement width of 30 feet.
      2.   Proposed streets. Where a development includes or abuts a proposed street, in no event shall the required pavement width exceed 30 feet.
      3.   Partial-width streets. Partial-width streets, while generally not acceptable, may be created and/or improved where essential to the reasonable development of the subdivision, when in conformity with the other requirements of these regulations and when the Planning and Zoning Commission finds it will be practical to require the dedication of the other portion when the adjoining property is developed. Whenever a partial-width street is adjacent to a tract to be developed, the other portion of the street shall be shown on the proposed plan. Reserve strips and street plugs may be required to preserve the objectives of partial-width streets.
      4.   Nature and extent of improvements. Streets required to be dedicated and/or improved pursuant to this section shall be improved to city standards and specifications and shall include curbs, sidewalks, and, where designated on the appropriate master plan, bikeways. Catchbasins shall be installed where required and connected to drainageways. Upon completion of the street improvement, monuments shall be reestablished and protected in monument boxes at every public street intersection and all points of curvature and points of tangency of their center lines. Street signs on newly-created streets shall be installed at street intersections in standard locations.
