§ 11.04.060 CONSTRUCTION OF IMPROVEMENTS.
   A.   No certificate of occupancy for construction requiring public improvements pursuant to this chapter shall be issued until the following steps have been completed:
      1.   Monumentation. Prior to construction of the improvements, all property corners and points of curvature and tangency shall be installed by a registered land surveyor. The developer shall be responsible for the preservation of the monuments.
      2.   Acceptance of improvements. Upon completion of improvements the developer shall call for a final inspection by the Community Services Department. Improvements will be considered complete when they have been inspected and accepted by the Community Services Department, with certification in writing to the building official that the required off-site improvements have been constructed and all required easements have been accepted consistent with approved plans. Upon city acceptance of required off-site improvements the performance guarantee shall be released.
      3.   Improvements guarantee. At the time of city acceptance of the improvements, the developer shall file with the city an improvements guarantee in an amount equal to 100% of the full value of the improvements to provide for the correction of any defective work becoming apparent or arising within 1 year after final acceptance of the public improvements.
      4.   As-built plans. A complete set of reproducible plans showing the required improvements as built shall be filed with the Community Services Department upon completion of the improvements.
